National won't hike fuel taxes for three years and will replace fuel levies with road user and congestion charges, but it hasn't analysed the emissions or climate liabilities impact, or funded it

TL;DR: National is planning to shift away from fuel taxes to road user charges and congestion charges to pay to repair and build roads and public transport, but hasn’t worked out what removing the disincentive to burn fossil fuels and removing the incentive to drive electric cars would do to climate emissions or the Government’s finances.

National also hasn’t said how it would fund a freeze on fuel taxes in its first term, or the potential $20b-plus carbon credits liability Treasury has already warned about.
