As for maintenance money being sacrosanct, he is absolutely right. I have worked in places where big costly projects were undertaken but where the money for maintenance was frittered away on other things, with the rationale being, 'Well, it's going okay at the moment.'
And the cost of stopping projects? We only have to look at the ferries debacle. That's cost an immense amount of money, costs keep on accruing every day that we don't have decent ferries, and the port facilities still need serious work.

We used to have a MoW that did all of this. The Greens have a proposal to reinstate a MoW fit for the 21st C.
So we stop paying consultants to upskill themselves, and then watch that expertise walk out the door when we do stop/start infrastructure/
